What people mean by a “Baku visa”
There is no separate visa for the city. A Baku visa is the visa of the Republic of Azerbaijan, and Baku, its capital, is where almost every Pakistani visitor lands. Whether you are going for a holiday, a family visit or business meetings, the same national visa rules apply.
For short visits, Azerbaijan issues visas electronically through its official ASAN Visa system. You apply online, the visa arrives by email as a PDF, and you show the printout with your passport at the border. For longer or other purposes, the Embassy of Azerbaijan in Islamabad handles the application.

The fee is paid online by an internationally enabled card. Many local cards need this switched on first.
